Holbrook Traffic Action Plan - Terms of Reference

General NewsHOLBROOK TRAFFIC ACTION PLAN

Terms of reference to be followed by the Council Sub-committee are set out below:

1) A principle criterion to be followed in developing a Traffic Plan (T.P.) will be to aim at optimising as practical as possible an equal sharing of traffic flow volumes throughout the existing road layout.

2) Key road measures will be determined to regulate appropriate vehicle speeds in relation to known and potential hazard areas.

3) To achieve the above objectives the T.P. will evaluate all available traffic option measures on a road-by-road basis and their influence on inter-connected roads and projected changes to traffic flow patterns on the overall road layout.

4) In order to undertake the evaluation process, essential information on traffic flow data, road layout plans, identification of hazard areas, including consultation with highway authorities/traffic experts, will be sought to validate recommendations.

5) Recognising that the T.P. proposal will be submitted for review and approval (i.e. if accepted) by the Derbyshire County Council Authorities and subject to their criteria and budget priorities, it is therefore vital that the final T.P. report be totally agreed by all members of the Traffic Committee and duly signed off accordingly with ratification by the Parish Council.

This solidarity (5 above) will give the final written report the maximum impact in representing the strength of parish concern which is key to the seriousness with which the community views this daily traffic problem.
