MINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE ARKWRIGHT PARISH HALL ON WEDNESDAY 25th FEBRUARY 2009 AT 7.15.p.m.

OPEN FORUM:- Work on the verge on Makeney Road has been started. New street lights have been installed on Makeney Road, could one be put to light the private road to numbers 70-74 Pond Road?
D.C. Councillor Lancashire reported on the increase in the budget for the D.C.C. at 2.9% the lowest in the country. There has been an overspend of £2m. for the cost of gritting during the recent bad weather. The County Archives are now open to the public daily.
The Minutes of the previous meeting were accepted as a true record.
MATTERS ARISING
2009/2/1 Proposed Trust for New Parish Hall:- Councillors Biggin and Massey and Mark Benson had met with representatives from the school and the D.C.C. The meeting had been constructive and the school understands we support them in their attempts to build a new school hall. Access issues had been raised which the County Council is now considering. Revised plans have been received from the architects on the same footprint as the present hall. Transfer documents are being drawn up and it was agreed the Parish Council would cover the costs of the legal fees incurred by the Church which amount to £1,500 up to April 2008 from the legal fees budget. A valuation for the access rights for construction vehicles during construction of the school hall and ongoing thereafter needs to be carried out and it was agreed to instruct John Farquhar. A progress report will be put in the next village magazine by Councillor Biggin.

2009/2/2 Mellors Lane Playing Field:- Skate boarding ramps Dan Bradshaw is following up. Costs for new goal posts are needed.
2009/2/3 Bus Shelter:- A mirror has been put up to help passengers see buses approaching and is working. A rail still needs to be put in - Councillor Bott to follow this up with the D.C.C. and also to get advice about putting a cantilever shelter on Town Street near to the junction with Church Street for southbound buses.
2009/2/4 Traffic Action Plan :- One way system no longer on the agenda. Environmental issues are being taken into consideration and there are two main objectives 1) traffic speed and flow and 2) efficient use of on street parking.

2009/2/5 Killis Lane :- A letter from Mrs. S. Coker, Killis Lane resident, was read. The history of the proposed boundary change was summarised. As Kilburn Parish Council are not in agreement with the change the way forward is by a Community Governance Review the start of which would need a petition signed by at least 250 electors of Holbrook. Mrs. Coker and/or the residents of Killis Lane are to organise the petition.
2009/2/6 Noticeboard Alfreton Road, Coxbench:- E-mail received from Amber Valley confirming they have no problems with a notice board being fixed to the side of the wooden bus shelter on Alfreton Road, providing it is fixed securely and in a proper manner. Councillor Rhodes to look at.

2009/2/7 Village Activities:- next walk 28 February 2009 around Duffield meeting at the Spotted Cow at 10.00.a.m. .

2009/2/9 Parish Warden Funding:- still no confirmation received from A.V.B.C.
2009/2/10 Makeney Road manhole cover:- still not repaired Clerk to speak to D.C.C.

2009/2/11 Pond Road Street Light:- As new street lighting columns have been erected on Makeney Road Clerk to enquire if a new street light can be erected at the bottom of the drive to numbers 70-74 Pond Road. Action The Clerk
2009/2/12 Village Calendar A Photo Competition to be organised and the winner announced at the Village Fete. An item is to be included in the next village magazine.
2009/2/13 Portway no footway signs:- D.C.C. have contacted the Clerk and additional narrow road warning signs and pedestrian signs are to be erected. Extension to the pavement near the School for Autism has been done.
2009/2/14 Wall Belper Road - East Crescent:- Clerk written to Centrica no reply to date.

1. Invitation to Belper Town Council Civic Service 22 March 2009 at 3.p.m. at Christ Church Belper.

4. Following recent heavy rains potholes etc. have reappeared on Stoney Lane notify the D.C.C.

6. Centre for Autism footway extension completed. Cars now parking on the new footway write to D.C.C. thanking them for the new footway and asking them to take action about the parked cars.
