General NewsMINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 25th MARCH 2009 AT 7.15.p.m.

OPEN FORUM:- The Parish Plan Steering Group are to organise a public meeting one Saturday in May. Signatures are being gathered for the petition for Killis Lane to be transferred to Holbrook Parish. Following initial work on the verge on Makeney Road a parishioner has reported the “mess” to the D.C.C. who have been out to inspect and apparently have stated a new footway is to be installed in the near future.

The Minutes of the previous meeting were accepted as a true record.

MATTERS ARISING

2009/3/1 Proposed Trust for New Parish Hall:- Following the last meeting the Chairman had circulated an e-mail to all Councillors expressing his concern about the implications should Minute 2008/4/1 not be the current position of members of Holbrook Parish Council. At the last Council meeting there had been a suggestion that the new village hall be built on an alternative site. If that was the current view of the Parish Council it would impact on the current discussions with the Church Trustees and Derbyshire County Council. After a lengthy discussion Councillor Biggin proposed, seconded by Councillor Mrs Smith that Minute 2008/4/1 stands and we continue with discussions with the Church, the school and the D.C.C. – agreed unanimously. The Transfer documents are in the hands of the Church solicitors for agreement. The progress report prepared by Councillor Biggin for the next edition of the village magazine was endorsed. It was also agreed to send a questionnaire to get the latest views of parishioners as well as holding a public meeting.

2009/3/2 Mellors Lane Playing Field:- A parishioner has volunteered to mark out the football pitch and it was suggested the young people should look on the internet for funding from Sport England for goal posts and nets.

2009/3/3 Bus Shelter:- Rail seat now in place but still waiting for the D.C.C. about a cantilever shelter on Town Street near to the junction with Church Street.

2009/3/4 Traffic Action Plan :- – Meeting next week.

2009/3/5 Killis Lane :- As reported signatures being obtained as in the Open Forum above.

2009/3/6 Noticeboard – Alfreton Road, Coxbench:- Councillor Rhodes suggests a board the same size as the one outside the Spotted Cow – he will produce one. Action - Councillor Rhodes

2009/3/7 Village Activities:- next walk 25 April 2009 starting from Ambergate Railway Station to be led by Allen and Val Smith. Councillor Massey has got the required licence for the village fete.

2009/3/8 Potterell Charity:- Nothing to report.

2009/3/9 Parish Warden Funding:- letter received from A.V.B.C. specifying how often they will sweep village centres etc. Chairman to speak to Julian Townsend (Environmental Services) for refund of Parish Warden costs. A.V.B.C. letter confirming they will continue to pay the Parish Warden as previously and send an account half-yearly. Action – The Chairman

2009/3/10 Makeney Road – manhole cover:- still not repaired – Clerk to speak to D.C.C. again.
Action – The Clerk

2009/3/11 Pond Road Street Light:- the lighting in this area is much better than in some areas of the village. It was suggested the residents of numbers 70-74 should approach the .D.C.C. direct.

2009/3/12 Village Calendar – progressing.

2009/3/13 Portway – no footway signs:- “Pedestrians in Road/No Footway Warning Signs” likely to be completed early in the financial year. Copy correspondence to Traffic Sub-committee. Pedestrian barrier now installed near to the School for Autism which should alleviate the problem of parked cars.

2009/3/14 Footpath from Ben’s Farm to Blackbird Row:- usual acknowledgment from D.C.C.

8. NEW ACCOUNTS FOR PAYMENT (agreed)

The Accounts Book and Bank Statements were available for inspection.

1. Gascoynes (Derby) Ltd. (Servicing gas heaters in A.P.H.) £294.98
2. K&K Fire Protection Engineers (Servicing Fire Extinguishers etc) £101.78
3. Donation to Derbyshire Childrens Holiday Centre £ 70.00
4. Donation Drop In £ 50.00
5. Donation Rainbows Hospice £ 50.00

9. NEW PLANNING APPLICATIONS

1. Felling of self seeded beech trees around swimming pool at Holbrook Hall, Makeney Road,
Holbrook - permitted.
2. 2 storey extension to replace existing and conversion of loft to bedroom with en-suite incl. dormer
window – no objections – observed only house in the row with a dormer window, others have velux.
3. Creation of dropped kerb to create access at 38, Belper Road, Holbrook – no objections.
4. Renewal and relaying of pathways within Churchyard to provide disabled access – St. Michaels
Church, Holbrook - no objections.
5. Create vehicular access at rear of 8, Town Street, Holbrook – Conservation Area, gates should not
impede track or neighbouring properties – Councillor Bott to inspect. Action – Councillor Bott.
6. French doors/windows along with a fabricated steel, glass floor balcony to the rear – No objections
- in Conservation Area therefore painting should be in approved colour.

10. NEW CORRESPONDENCE
1. Letter from D.C.C. – pothole works to be carried out. The lane has been forwarded as a Capital Scheme but has not made the approved Cabinet list for the new financial year – will remain on list for the following year.
2. Various circulars etc. circulated.

ANY OTHER BUSINESS

1. Makeney Road work started – urban style path not wanted – old kerbstones without tarmac is
what is needed. Clerk to contact D.C.C. on 30 March 2009. Possibly arrange a meeting for
discussion on what we would like. Action – The Clerk

2. Mickleover Building van again parking at the top of Chapel Street – notify Police –
Action - The Clerk

3. Tree outside 109 Belper Road, Bargate needs pruning – ask D.C.C.
Action – The Clerk

4. Birchwood Farm entrance – gravel being washed on to the highway – tell D.C.C.
Action – The Clerk

5. Callwood Farm burning plastic – notify A.V.B.C. Environmental Services –
Action – The Clerk

6. Rubbish dumped on footpath from Red Lane – private land.

7. Councillor Biggin needs copy of Public Liability Insurance Certificate – Action – The Clerk

8. “Gorsey Piece” access to footpaths to be restricted for the next 2 months whilst birds nesting.

9. Website – Councillor Hunt’s grandson willing to help.

10. Accident on Belper Road – car written off – ask PCSO for speed camera. Action – The Clerk
