MINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 29th APRIL 2009 AT 7.15.p.m.

OPEN FORUM:- A letter from the Parish Plan Steering Group was read – official launch of activities was in June 2008 at the Village Fete. Details of a draft plan will be presented at a community meeting on Saturday 9 May at 11.a.m. at the “Arkwright” Parish Hall to which the Parish Council was invited. Several parishioners expressed concern about the time-table, involvement of the pre-school and temporary accommodation when the new Village Hall is built. The Chairman explained that we have been waiting to hear from the D.C.C. since a meeting in January and despite several e-mails they have not come back to us regarding land access issues, therefore, no time-table etc. can be given at the present time. He explained in detail the history of the project and the current situation.
The Minutes of the previous meeting were accepted as a true record.
MATTERS ARISING
2009/4/1 Proposed Trust for New Parish Hall:- Nothing further to report other than in the Open Forum.
2009/4/2 Mellors Lane Playing Field:- Football pitch not marked out yet as goal posts and nets need to be purchased. The Clerk had obtained a catalogue from Glasdon for shelters etc. which she had passed to Councillor Biggin. 3 Tenders for shelters need to be obtained, grant monies may be available and planning consent will be needed.
2009/4/3 Bus Shelter:- The mirror and brackets have been removed from the shelter on Belper Road. Councillor Bott to deal with. The D.C.C. has confirmed a cantilever shelter could be erected on Town Street near to the junction with Church Street – Councillors Biggin and Bott to follow up.
2009/4/4 Traffic Action Plan :- – An excellent meeting had been held with Mr. Peter Leigh from the D.C.C. He had been impressed with the work that had gone into the report. One or two suggestions were not possible owing to national regulations but he agreed to look at the report and give a considered response. All present had found the meeting with someone who knew the rules very helpful.
2009/4/5 Killis Lane :- Signatures still being obtained.
2009/4/6 Noticeboard – Alfreton Road, Coxbench:- Councillor Rhodes had provided and put a board in the bus shelter near to the Fox Hounds – he will move it to the one near to Coxbench Hall Nursing Home. Thanks were expressed to Councillor Rhodes for his help.

2009/4/7 Village Activities:- Clerk to talk to Mary Smith, chairperson of the Village Fete Committee re supply of toilets for the fete. Next village walk 11th July. Action – The Clerk
2009/4/8 Potterell Charity:- Central heating boiler not working - to be repaired.
2009/4/10 Makeney Road – manhole cover:- repaired but has moved again during heavy rain.
2009/4/12 Village Calendar – moving on.
2009/4/13 Common Land – to be reviewed at the September meeting.
2009/4/14 Makeney Road Footway Extension and Improvement to Junction – Councillors Biggin, Bott and the Clerk met on site with Messrs. C. Allwood and P. Leigh of the D.C.C. and expressed the concerns of the Parish Council regarding the proposed footway extension. This was followed up by letter following consultation with the Parish Councillors. Despite our efforts the work is in progress and it was agreed to Minute the concerns of the Council that it is taking place. The D.C.C. has agreed to grade the embankment behind the pavement and clear the undergrowth. It was agreed to ask the D.C.C. to retain the stone kerbstones at the Duffield depot for future use in Holbrook. It was agreed to supply daffodil bulbs to the Parish Plan team for planting in the autumn. Action – The Clerk
2009/4/14 New Play Area – Agreed the Parish Plan group look into the possibility of land within the parish for a new play area. Also that they consider identifying all green areas in the parish for possible planning designation.
2009/4/15 Audit – Accounts had been prepared by the Clerk, agreed by the Chairman, for the audit on 20 July. The necessary notices will be posted on 8 June as designated. The accounts were approved and the Statement of Accounts signed by the Chairman. The Annual governance statement was also approved and signed by the Chairman. As our Internal Auditor has recently left the area a replacement needs to be found.

4. E-mail response from A.V.B.C. confirming grit bins will be checked and replenished.
