MINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 20th MAY 2009 AT 7.35.p.m.

PRESENT: - Councillors Biggin, Bott, Mrs. Bott, Hall, Hunt, Massey (Chairman), Ms. Morral, Rhodes,Mrs. Smith,
APOLOGIES:- Councillors Murfin & Mrs. J. Gemmell (A.V.B.C.) and PCSO J. Midgley

Declarations of Interest :- None

OPEN FORUM:- A letter from the Parish Plan Steering Group was read, the presentation at the recent public meeting received by e-mail had been circulated to all Councillors. The meeting had been very successful. It was suggested that one of the old seats on Makeney Road which are to be replaced by the D.C.C. could be put on the playing field. The Youth Section of the Parish Plan group is looking into the cost of a Youth Shelter for the Playing Field and also goal posts and nets. A pamphlet regarding the Parish Plan is to be circulated throughout the parish, the Steering group to let the Parish Council have sight of the draft so that it can be endorsed by the Council

POLICE:- Report from PCSO John Midgley – Traffic collision outside School for Autism, no one injured, bus stop sign flattened. Kin Panel meeting 28th May 2009 6 – 7p.m. open forum, 7 – 8p.m. discussing the current priority profiles and new problems. Police surgery 6 June in the Parish Hall.
Speeding on Belper Road/Makeney Road is still of concern and it was suggested a speed camera may be a deterrent. The mirror had been stolen from the Belper Road bus shelter. On a positive note the daffodils on the Sand Hollows had not been knocked down this year by young cyclists.

The Minutes of the previous meeting were accepted as a true record – proposed Councillor Biggin, seconded by Councillor Rhodes – agreed.

MATTERS ARISING

2009/5/1 Proposed Trust for New Parish Hall:- The Chairman stated that the rumours circulating through the parish that delays with the new School Hall were due to the Parish Council were completely unfounded and he read e-mails from the Parish Council and from the D.C.C. which confirmed the delays were due to the problems with the plans. A meeting has been arranged for the beginning of June with our valuer and legal advisor and the Chairman promised to keep the Councillors informed of the outcome and then decide what further action needs to be taken.

2009/5/2 Mellors Lane Playing Field:- If no grants are available for the purchase of the goal posts and nets which it is estimated would cost around Ł400/500 it was suggested the Parish Council should pay for them out of the playing field budget. Quotations for shelters are being obtained and one local source may be able to provide a purpose built shelter at a competitive price. Clerk to find out if planning permission would be required. It was agreed to approach the landowner on the north side of Mellors Lane to see if he would be prepared to release a 2m. strip of land from the last house on the north side to opposite the pedestrian entrance of the playing field to make it safer for children. Clerk to let Dan Bradshaw have the recent copy of “The Playing Field”. Councillor Bott is looking into the cost of replacement wire fencing. Action – Councillors Biggin, Massey, Bott and the Clerk

2009/5/3 Bus Shelter:- a new mirror has been erected near to the shelter on Belper Road. Councillor Bott to find out the exact cost of a replacement shelter so that the shelter can be put on the insurance schedule. Councillor Biggin suggested all Councillors should survey the parish for items which should be included on the insurance schedule. Enquiries are on going with the D.C.C. re the proposed shelter on Town Street. Action – All Councillors

2009/5/4 Traffic Action Plan :- – Nothing further to report.

2009/5/5 Killis Lane :- The Clerk has notified Sheila Coker of what action needs to be taken in the Community Governance process.

2009/5/6 Noticeboard – Alfreton Road, Coxbench:- Councillor Rhodes has re-sited the board into the bus shelter near to Coxbench Hall Nursing Home.

2009/5/7 Village Activities:- Toilets for village fete booked. Annual Footpath Walk 22 July leaving the “Arkwright” Parish Hall at 7.p.m. Next village walk 5 June leaving the “Spotted Cow” at 7.p.m. and also one on 11th July at 10.a.m.

2009/5/8 Potterell Charity:- Thanks were expressed to Councillor Ms. Morral for all the work she has put into improving the Potterell Almshouses.

2009/5/9 Village Calendar – closing date at the fete.

2009/5/10 Makeney Road Footway Extension and Improvement to Junction – letter from D.C.C confirming their intention to provide and grade topsoil back from the edging and seed it to enable the Parish Council to plant bulbs in the Autumn. Any stone kerbs excavated that are considered to be of a good condition and worthy to be used again will be stored at a Council Depot to be used in maintenance schemes where replacement stone kerbs are required at any location within the County. Write to the D.C.C. asking for first refusal of the stone kerbs for the immediate future. Thank the D.C.C. for the improvements to the road junction and ask if they could trim the overhanging bushes on the south of the junction. Action – The Clerk
2009/5/11 New Play Area –at a previous meeting the Parish Plan Steering group had considered looking for an alternative site in the village for a new play area. It was felt that this is outside the remit of the Parish Plan Group and all Councillors should be on the alert.

2009/5/12 Portway Coxbench:- Wash down from Birchwood Farm and Day Park Farm – D.C.C. inspector has visited but could not locate the problem – will continue to monitor.

2009/5/13 – Belper Road Bargate:- D.C.C. report re tree on verge – from a highway and safety point of view i.e. visibility and height, there is not a problem at the present time.

8. NEW ACCOUNTS FOR PAYMENT (agreed)

The Accounts Book, Bank Statements etc. were all with our Internal Auditor (Peter Holton) it was therefore agreed that the Clerk should send a cheque for the following account when the documents are returned.

Notification of VAT Refund of Ł213.65 received dated 5 May 2009.

9. NEW PLANNING APPLICATIONS

1. Erection of timber storage shed and sections of 2.4m high chain link security fencing etc. at Centre
for Autism, Portway, Holbrook, permitted.

2. Create vehicular access at rear of 8, Town Street, Holbrook – re-submission – comments as
previously.

3. Outline planning application for a pair of semi-detached dwellings on land forming part of existing
car park at Holbrook Miners’ Welfare – various comments – Councillor Biggin and Clerk to send
comments to A.V.B.C.

10. NEW CORRESPONDENCE

1. D.C.C. – East Derbyshire Greenway Strategy Review – Consultation – request a paper copy.
2. DALC Circular “Possible changes to the Administration of Concessionary Travel” –
questionnaire completed.
3. DALC Circular – Derbyshire Constabulary Annual Parish Councils’ Evening - 15 September at
7.p.m. in the Multi Purpose Hall, Derbyshire constabulary Headquarters, Ripley – Councillors
Hunt and Rhodes to attend. Action – The Clerk
4. S.L.C.C. course – “The Public Purse – Financial Management.”
5. Mencap – request for funding.
6. Various circulars etc. circulated.

11. ANY OTHER BUSINESS

1. Push for more Parish Councillors for the next election.
2. Improve the Website - Councillor Hunt has in hand
3. Belper Road signpost has been repainted by Councillor Biggin and will be put back in the original position in the near future.
4. Makeney Road – manhole cover risen again report to D.C.C. - Action – The Clerk
5. Makeney Road agricultural development scale appears to be beyond plans – Councillor Hall to ask A.V. officer to look at. Action – Councillor Hall
6. “Gorsey Piece” to be mown in July – Clerk has in hand. Action – The Clerk
7. Flooding has occurred at the top of Shaw Lane – possibility of drainage pipe into the adjacent
field blocked again – ask D.C.C. to look at when looking at Makeney Road. Action – The Clerk
8. Write to A.V.B.C. re the disgusting mess left after mowing verges throughout the parish.
Action – The Clerk
9. Boothswood Farm – building demolished.
10. Ceiling collapsed in Gents’ toilet at “Arkwright” Parish Hall – Martin Harris to look at.
11. Can a bus timetable be put in the bus shelter at Coxbench? - Action – The Clerk
12. Parish Warden has reported neither of the lawn mowers are working – Users’ Committee to buy
a new one.
13. Management Committee Meeting re-arranged for Monday 8 June at 7.15.p.m.


There being no further business the meeting closed at 10.00.p.m.
