General NewsMINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 17th JUNE 2009 AT 7.15.p.m.

OPEN FORUM:- Parish Plan Steering Group has an appointment for Big Lottery Funding on 18th June for funding for the Playing Field. The display at the Village Fete had been very successful. The new footpath on Makeney Road is liked. The Youth Section is progressing well. The seat removed from Makeney Road has now been delivered to the playing field by the D.C.C.

The Minutes of the previous meeting were accepted as a true record – proposed Councillor Bott, seconded by Councillor Mrs. Smith – agreed.

MATTERS ARISING

2009/6/1 Proposed Trust for New Parish Hall:- The Chairman reported that the documentation for the transfer from the church to the new trust has been agreed except for one small clause which he is confident can be agreed. He asked for the approval of the meeting to call a Public Meeting to consider a recommendation from the Parish Council to surrender the lease of the Holbrook Arkwright Hall – proposed Councillor Hall, seconded Councillor Bott, agreed. Dates etc. to be left with Councillors Biggin, Massey and the Clerk. Action – Councillors Biggin, Massey & the Clerk

2009/6/2 Mellors Lane Playing Field:- The Clerk had spoken to A.V.B.C. re planning permission for a shelter – this would depend on the size of the shelter. Planning approval would be needed for skate boarding and it would make sense to include both in one planning application as each individual application would cost £170. Councillor Bott to talk to the planners. Mr. P. Langton had indicated at the village fete that he is giving serious thought to the suggestion of making a path in the field opposite the playing field to make a safer approach for children. Councillor Bott reported that Mr. I. Coker is to provide replacement galvanized wire fencing at no cost and a working party is to be formed to erect the fencing. It was suggested that Broomfield College may be able to supply Hawthorne whips for planting alongside the fencing. Inspection Report from A.V.B.C. had been circulated to all Councillors. Action – Councillor Bott.

2009/6/3 Bus Shelter:- Councillor Bott reported the cost of a replacement shelter would be £4,000. The shelter outside the “Spotted Cow” has been cleaned and discussions with the D.C.C. are on-going with regard to the proposed new shelter on Town Street.

2009/6/4 Traffic Action Plan :- – Nothing to report. Parishioners are interested at what is being suggested.

2009/6/5 Killis Lane :- Letter has been sent to A.V.B.C.

2009/6/6 “Spotted Cow Play Area :- Councillor Massey had been unsure of what to do about this in view of the proposals at Mellor’s Lane and also what is happening with Punch Taverns. It was agreed to follow up the offer with the landlord. Action – The Chairman

2009/6/7 Village Activities:- The Village Fete had been a great success with more people attending than ever before including the evening. Councillors were reminded of the Annual Footpath Walk on 22 July leaving the “Arkwright” Parish Hall at 7.p.m. Next village walk 11th July from the “Spotted Cow” at 10.a.m.

2009/6/8 Potterell Charity:- Nothing to report.

2009/6/9 Village Calendar – A request from Councillor Bott for the Parish Council to cover the costs of the calendars had been circulated. It was pointed out that this had not been included in the Precept.
Kevin Cassidy was confident that an alternative route could be followed.

2009/6/10 Makeney Road Footway Extension and Improvement to Junction – A letter had been sent to the D.C.C asking for first refusal of the stone kerbs for the immediate future but no reply had been received to date.

2009/6/11 Website:- The Clerk had spent some time with Tom Stone discussing a new website – it was agreed to think about what we need in view of the proposed website being set up by the Parish Plan Group. Action - The Clerk

8. NEW ACCOUNTS FOR PAYMENT (agreed)

The Accounts Book, Bank Statements etc. were available for inspection.
The Local Councils in England Annual return for the year ended 31 March 2009 and associated documents have been sent to the Auditor.

£297,000 is now invested in the Bond with NatWest. As at 11 December 2009 gross interest of £1,958.13 will have accrued.

2. R.A. Bowmer Ltd. (pruning of trees Sand Hollows & A.P.H.) £170.00

9. NEW PLANNING APPLICATIONS

1. Single storey extension to rear of house and loft conversion forming two dormer windows –
129, Belper Road, Bargate – permitted.

2. Fell three trees at Holbrook Church of England School permitted.

3. Detached double garage at Ash Tree House, 13, Belper Road, Holbrook – withdrawn.

4. Erection of a two storey side extension – 8, Moorpool Crescent, Holbrook – no comments.

5. Proposed extension and alterations to existing house, 1, The Nook, Holbrook – reiterate
comments on previous application and point out previous application went to appeal which was
dismissed.

10. NEW CORRESPONDENCE

1. E-mail re overgrown footpath and dog fouling on footpath Pond Road/Bradshaw Drive – report
to D.C.C. and A.V.B.C.

2. E-mail from Energy Saving Trust forwarded to all Councillors.

3. E-mail from Councillor Biggin – Manhole cover on Makeney Road still dangerous – Clerk had
spoken to D.C.C. who informed her it had been re-seated on 3 June – they are to investigate
further along with flooding on Shaw Lane

4. List of items from Councillor Biggin for inclusion on the insurance schedule – Action the Clerk

5. Letter from Mrs. A. Mellors re verge on Makeney Road adjacent to the new footway – write to
D.C.C. asking for wild flower seeds to be planted along with the grass seed.
Action – The Clerk
6. Invitation to the unveiling of the Sherwood Foresters Western Front Memorial.

7. Various DALC Circulars etc. forwarded by e-mail or enclosed in the circulation folder.


11. ANY OTHER BUSINESS

1. The Clerk had received a request for funding for pensioners trips – club based at Sawmills –
some of our parishioners attend – nothing in the Precept for this year – suggest they formally
apply in time for next financial year’s budget.

2. Information received from Ringmaster - cars broken into in the area.

3. Makeney Road street nameplate recovered from near the bridge at Duffield – Clerk to ask A.V.B.C. to re-erect.

There being no further business the meeting closed at 10.00.p.m.
