General NewsMINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 29th JULY 2009 AT 7.15.p.m.


PRESENT: - Councillors Biggin, Bott, Mrs. Bott, Hunt,
Massey (Chairman), Ms. Morral, Rhodes, Mrs. Smith,

APOLOGIES:- Councillor Hall & Mrs. J. Gemmell (A.V.B.C.)

OPEN FORUM:- Councillor Mrs. Smith reported that Mrs. I. Bryan a former booking clerk for the “Arkwright” Parish Hall had died.
Letter from the Parish Plan Steering Group was read. Drafting the plan has commenced. Community Website design agreed. Makeney Road Footpath – Probation Service Team hope to restart on 2 August. Seats from D.C.C. not yet installed. Mellors Lane Play Area – Youth Group has produced a shopping list of requirements and confirmed the area will be used if upgraded. Planning permission would not be required for a shelter. An application for funding of a shelter has been submitted to the Big Lottery Fund. Discussions are taking place with John Waite (D.C.C.) re safety issues associated with using Mellors Lane. An application for funding to replace the swings and some of the items on the Youth Groups shopping list is being prepared for the Big Lottery Changing Spaces Fund. Representatives are meeting with Sharon Thomas (A.V. Landscape Services) on Friday 31 July 2009. The young people would like a climbing wall on the playing field which would need to be included in the Parish Council insurance schedule. The Steering Group are making enquiries re CRB checks and are also asking for support from the Parish Council for “Village SOS”. Shop survey showed residents would support an improved shop and longer opening hours

Mr. David Bower asked if the notice published in the Belper News on 15 July 2009 under the heading “Notice of Meeting concerning Arkwright Memorial Hall (Arkwright Parish Hall) – Holbrook to be held at the Arkwright Memorial Hall Holbrook on 6 August 2009 at 7.00.p.m.” related to the Arkwright Memorial Hall Trust – he was informed it was the land and structure. He then asked a number of questions which were either answered by the Chairman or clarification would be sought from our solicitor. Councillor Biggin asked David Bower if he would put the questions in writing for ease of reference. Mr. Bower agreed.

It was agreed to write a letter of thanks to our former County Councillor Eric Lancashire and also to the new Councillor Greg MacDonald informing him of the Parish Council meeting dates.

Declarations of Interest :- None

Resignation of Councillor Colin Murfin – the Clerk had received the resignation by e-mail which had been forwarded to all Councillors. Notices of the vacancy to be posted around the parish on 30 July. On receipt of a request in writing from any ten local government electors for the parish an election to fill the vacancy will be held within 60 days. If no such request is made the vacancy will be filled by the Parish Council. Requests for such an election should be addressed to the Returning Officer at A.V.B.C. within 14 days from the date of the notice. Mr. David Bower said he would wish to be considered.

The Minutes of the previous meeting held on 17th June 2009were accepted as a true record with the following amendments:- “2009/6/2 – Mellors Lane Playing Field – Holbrook Parish Plan to talk to the planners instead of Councillor Bott” and “2009/6/3 Bus Shelter – The shelter outside the “Spotted Cow” has been cleaned and painted……” agreed unanimously.

MATTERS ARISING

2009/7/1 Proposed Trust for New Parish Hall:- Transfer document and surrender document would need to be signed and there was no standing Parish Council policy. It was agreed that such documents in the future could be signed by any two of the following, Chairman, Vice-chairman and Clerk – proposed Councillor Rhodes, seconded Councillor Ms. Morral – unanimously agreed. Subject to the positive outcome of the public meeting on 6th August the next Parish Council meeting will need to authorise the expenditure of the monies for the payment of £7,500 and the Church’s legal costs. A wording of an appropriate resolution will be agreed with our solicitor to go on the agenda. Apparently the school has not heard from the D.C.C. although the Church has been approached by the D.C.C. The Headteacher has acknowledged that the D.C.C. is responsible for the hold up with the new hall for the school and not the Parish Council.

2009/7/2 Mellors Lane Playing Field:- Finance available for goal posts and nets.

2009/7/3 Bus Shelter:- discussions still ongoing with the D.C.C. with regard to the proposed new shelter on Town Street.

2009/7/4 Traffic Action Plan :- – Nothing to report.

2009/7/5 Killis Lane :- Community Governance Review report to be submitted to the Full Council meeting of A.V.B.C. on 20 July 2009.

2009/7/6 “Spotted Cow Play Area :- Landlord in negotiations to purchase the public house – to be approached when these are finalised. All options are being explored with regard to providing a play area for younger children.

2009/7/7 Village Activities:- The Village Fete had been a great success both financially and numbers attending. Next meeting in September when more information will be available. Report re the Annual Footpath Walk will be made at the next meeting.

2009/7/8 Potterell Charity:- Nothing to report.

2009/7/9 Makeney Road Footway Extension and Improvement to Junction – Letter received from the D.C.C stating their contractor had completed the works before they had received our letter, therefore, they were unable to fulfil our request for wildflower seeds to be sown.

2009/7/10 Website:- Tom Stone to be invited to the August or September meeting if convenient to him. Action - Councillor Hunt

2009/7/11 Makeney Road Manhole cover:- D.C.C. has jetted the system, notify them if problem persists.

2009/7/12 Shaw lane Flooding:- D.C.C. written to P. Langton – fence post through gully.

8. NEW ACCOUNTS FOR PAYMENT (agreed)

The Accounts Book, Bank Statements etc. were available for inspection.

9. NEW PLANNING APPLICATIONS

1. Pair of semi-detached dwellings including alteration of existing car park
access (Outline) Holbrook Miners’ Welfare, Shaw Lane, Holbrook –
withdrawn.
2. Erection of a two storey side extension – 8, Moorpool Crescent, Holbrook –
permitted.
3. Creation of access at rear of property. Removal of existing gate and part of
wall and replace with two wooden gates – 8, Town Street, Holbrook –
permitted.
4. Proposed extension and alterations to the existing house, 1, The Nook, -
permitted.

5. Request by D.C.C. for B.C’s observations on New multi use hall and kitchen
extension, replacement hard play, modification to part of the existing boundary
wall and glazed covered linkway into the school – various comments –
permitted.
6. Similar to 5 above from D.C.C. – various comments.
7. Proposed certificate of lawfulness for the purpose of constructing a detached
garage and hard standing – 26A, Belper Road, Holbrook – no comments
8. Fell Horse Chestnut tree – Holbrook Football Club – Makeney Road –
suggested replacement in existing tree line along Makeney Road boundary.
9. Replace existing kerbs with 2 no dropped kerbs and 1 no single kerb to side
of existing vehicular access and construct detached double garage at Ash
Tree House, 13, Belper Road, Holbrook – Resubmission – no comments.
10. Proposed replacement of tapered kerb with a drop kerb to the right and a
replacement of the left side kerb with a tapered kerb 32, Belper Road, Holbrook - No comments.

10. NEW CORRESPONDENCE
1. Letter from A.V.B.C. re Footpath 13, Pond Road/Bradshaw Drive – requested
one of Neighbourhood Wardens visit to patrol and assess suitable signage.
2. D.C.C. letter re Rights of Way Minor Maintenance Scheme 2009/10 – discuss
with Councillor Biggin.
3. E-mail re Consultation on Transport Goals for Derbyshire – circulated.
4. DALC circular – County Council Parish/Town Council Liaison Forum 22
October at County Hall, Matlock 6.00. for 6.30.p.m. Councillor Ms. Morral to
go.
5. Various DALC circulars etc. forwarded by e-mail or circulated in folder.
11. Any Other Business
1. Portway roads and gutters cleaning – A.V.B.C.
2. Mickleover Builders van still parked dangerously at the Chapel Street/Makeney Road junction.
3. Holbrook Miners’ Welfare Football Club – obscene language - report to A.V.B.C. and ask for their help.
4. Support Parish Plan – Village SOS application – agreed.
5. Mellors Lane Playing Field chain and lock missing – ask A.V.B.C. if they have it?
6. Seat on Makeney Road/Red Lane surrounded by litter.
7. Portway overgrown and silt from Birchwood Farm – report to D.C.C.
8. Signpost at the top of Chapel Street fingers pointing in wrong direction – report to D.C.C.
9. Shaw Lane – ask Parish Warden to clear weeds on pavement on north side and ask A.V.B.C. to clear weeds beyond the parish boundary also on north side.
10. Can September meeting date be changed? Leave as 30th.

There being no further business the meeting closed at 9.40.p.m.
