General NewsMINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 30th SEPTEMBER 2009 AT 7.15.p.m.

The Chairman welcomed Councillor D. Bower who signed the acceptance of office.

OPEN FORUM

There were a number of parents of children who attend the Holbrook Primary School present who asked why the Parish Council had objected to the proposed new hall at the School. The Chairman pointed out that the Parish Council had not objected to the principle of a new school hall but had made comments about the inaccuracy of parking spaces (at present 16 reduced to 10 under the plans for the new school hall), vehicle movement to the rear of the hall and the close proximity of the new hall to the parish hall. He also pointed out that we had not received a response from the D.C.C. since a meeting in January when a response was promised within 14 days this is despite numerous reminders to the D.C.C. There appears to be misinformation circulating throughout the parish. The Chairman and Vice Chairman had recently met with Councillor Mike Longdon (D.C.C. Cabinet Member for Children and Young People) and David Connor (Deputy Strategic Director for Education D.C.C.) who had suggested building a joint hall was one of the options they wished to consider.
Parish Plan Report – have applied for a grant of £400,000 for a new hall, this could not be taken up if the D.C.C. was funding the new hall. Grant applied for towards new equipment for the playing field. Discussions taking place with D.C.C. to introduce safety improvements to the access to the playing field. Big Lottery provisional award for a shelter for the playing field. New goal posts and nets have now been delivered. Makeney Road Project – work on footpath suspended due to subsoil left on site. Probation Service Team back helping again. The Parish Plan were thanked for their good work on behalf of the village.

The Minutes of the previous meeting held on 26th August 2009 were accepted as a true record proposed Councillor Rhodes seconded Councillor Hunt – unanimously agreed.

MATTERS ARISING

2009/9/1 Proposed Trust for New Parish Hall:- Deed of Surrender and Transfer of Registered Title documents had been signed by the Chairman, Vice Chairman and the Clerk. Councillor Bower asked for a copy of the documents. The Chairman pointed out that the signing of these documents meant that responsibility for the hall/land was passing to the New Hall Trust and would, therefore, not be a routine matter for discussion and decisions at future Parish Council meetings. Although Holbrook Parish Council was to be the Custodian Trustee this was in trust for the New Hall Trust and did not confer power to make decisions. There is to be a meeting of the New Hall Trustees and the D.C.C. on 12 October.

2009/9/2 Mellors Lane Playing Field:- The Clerk asked for a receipted VAT invoice for the goal posts, nets. etc. Various grants applied for as stated in the Open Forum session above.

2009/9/3 Bus Shelter – Town Street:- Nothing to report – no suitable location.

2009/9/4 Traffic Action Plan :- – Nothing to report.

2009/9/5 Killis Lane :- Community Governance Review agreed at A.V.B.C. meeting.

2009/9/6 “Spotted Cow Play Area :- Nothing further to report.

2009/8/7 Village Activities:- Fete to be held on 12 June 2010 and if building work has started at the Hall Mellors Lane Playing Field and adjacent fields could be an alternative venue. The Chairman reported the Licence could be obtained as in previous years. Mellors Lane would need to be closed to traffic. Councillors Bott and Mrs. Bott to report back to the Council after the next meeting
of the Fete committee. Councillor Biggin reported that the next Village Walk will be on 10 October, 35 people had attended the last walk which was part of the Amber Valley Walking Festival.

2009/9/8 Potterell Charity:- Going well next meeting January 2010.
2009/9/9 Website:- Proposals received from Tom Stone, further meeting with Councillors Biggin, Bott, Mrs. Bott, Hunt and the Clerk to be arranged and report to the October meeting. Action - The Clerk

2009/9/10 Holbrook Miners’ Welfare Football Club :- Letter from the Secretary of the Holbrook Miners’ Welfare was read. A reply thanking the Secretary to be sent. Review at the next meeting. Action – The Clerk

2009/9/10 Annual Footpath Walk – report completed by Councillor Biggin and the Clerk and submitted to the D.C.C.

2009/9/11 Various Highway Matters- Suggested a local contractor be employed to sweep the leaves throughout the parish to relieve the Parish Warden for other duties. Action - The Clerk

2009/9/12 Common Land – Sand Hollows, Moorside Lane, only the access track is not registered as Common Land. Remind property owners of the legal position. Action – The Clerk

2009/10/11 Operation Relentless – The Clerk had been contacted by the D.C.C. asking if there are any areas in our parish where this could be used. It was agreed to refer them to Ron Brien as co-ordinator of the Parish Plan.
Action – The Clerk

8. NEW ACCOUNTS FOR PAYMENT (agreed)

The Accounts Book, Bank Statements etc. were available for inspection.

Precept of £11,204.50 received.

Annual Audit completed and notices posted – comments made on Fidelity Insurance, Risk Assessment and value of assets should be shown in Box 9 of Statement of Accounts.

3. Erection of wooden decking to 2 sides of conservatory – 7, Moorside Lane –
No objections.
4. Revised application for outline planning consent with means of access and
indicative siting for a pair of semi-detached dwellings including alteration of
existing car park access – Holbrook Miners’ Welfare– re-affirm previous
comments with exception of (1)

1. Notification of closure of Shaw Lane from 19 October to 20 November –
handed to Ron Brien for inclusion in next edition of magazine.

3. Letter from David and Verena Skelton re lack of knowledge of candidates
for By-Election – noted.
4. Invitation to adopt local red telephone kiosk – request keep as a village
feature and working ‘phone.
5. Rights of Way Minor Maintenance Agreement – Questionnaire completed.
6. E-mail “More Powers for Parish and Town Councils” circulated – no
action.
7. Parish and Town Council Liaison Meeting 22 October – Councillor Ms.
Morral to attend.

11. Any Other Business
The Chairman reported that Any Other Business would not be an item on the agenda in the future. Such matters would be dealt with under general headings such as Roads, Police etc.
1. Working Party for “Gorsey Piece” in November – arrange at next meeting.
2. “Knappers Bays” need cutting back – ask D.C.C. Action – The Clerk
3. Pavement outside the Autism Centre – undergrowth needs cutting back – already asked D.C.C. – remind them - Action – The Clerk
4. Traffic Plan Committee – Councillor Bower to replace former Councillor Murfin.
5. Police Business – Councillors Hunt and Rhodes had attended KINS meeting where parking, speeding and language at Holbrook Miners’ Welfare F.C. had been discussed. Councillor Hunt had attended the Parish Councils meeting with the Chief Constable which had been very informative.
6. Can we plant some trees by the new footpath on Makeney Road? – restrictions due to Cultivation Licence.
7. Ask D.C.C. to take action over Himalayan/Asian Balsam in Boothswood –

8. Clarify with D.C.C. comments on the new School Hall application –

9. Bus and car met at Chapel Street/Moorside Lane junction, ask for double lines at the junction. Action – The Clerk
10. Observations on Planning Application for new School Hall – write to D.C.C. clarifying were comments and not objections to the principle to the new school hall.
There being no further business the meeting closed at 10.15.p.m.

Parish Council Meeting on Wednesday 21 October 2009 at 7.15.p.m. at the “Arkwright” Parish Hall.
