General NewsMINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 21st. OCTOBER 2009 AT 7.15.p.m.


PRESENT: - Councillors Biggin, Bott, Mrs. Bott, Bower,
Hall, Hunt, Massey (Chairman), Ms. Morral, Mrs. Smith,

OPEN FORUM

It was reported that a number of wheelie bins are left out on the side of Town Street. Concern was expressed again about the parking on Chapel Street particularly at the entrance to The Nook making it extremely dangerous to exit on to Chapel Street and also at the junction of Moorside Lane. It was pointed out we wrote to the D.C.C. asking for double lines at the junction with Moorside Lane after the last meeting. The Common Land known as the “Sand Hollows” on Moorside Lane was raised and the Chairman agreed to meet with the resident at the end of the meeting.
Parish Plan Report – A report was read which stated an £8,000 “Small Grant” has been awarded for the Shelter Project on the play area. Stage 1 approval of the application for £49,950 for the development of Mellors Lane play area has been received. Lafarge Landfill Community Fund has been identified as a potential source of funding for a footpath opposite to the playing field which it is anticipated would cost approximately £8,000. If accepted Lafarge would fund 90% of the costs, would the Parish Council contribute the remaining 10%? Could a pedestrian crossing be installed to make it safer to cross to the playing field? Fly tipping on Makeney Road has been removed and help from the Probation Service has dried up at present but good progress is being made. A litter bin near to the two new seats is needed. Mr. Langton’s team is to rebuild the wall near to the entrance to the barns. Eleven community groups have agreed templates for their pages on the community website – still waiting for the six remaining groups to take up the offer to join. Reaction from users both residents and others has been mainly complimentary.

The Minutes of the previous meeting held on 30th September 2009 were accepted as a true record proposed Councillor Hunt seconded Councillor Mrs. Smith - agreed. Councillor Bower stated that the Minutes did not record his
comments regarding the slowing down of the new school hall due to the

comments submitted by the Parish Council to the D.C.C. nor the discussion regarding compensation reputed to have been asked for by the Parish Council from the school for access to the school site. He also objected to the minutes stating “therefore, not to be a routine matter for discussion and decisions at future Parish Council Meetings”. Councillor Bower questioned that the Parish Council representatives on the new Trust should act independently of the Parish Council. He was informed that as Trustees they could not be mandated and was assured there was a Minute to this effect.

MATTERS ARISING

2009/10/1 Proposed Trust for New Parish Hall:- A meeting had been arranged for 12 October when Councillors Biggin and Massey and Mr. Mark Benson (Trustee) thought they were meeting with three officers from the County Council, however, the Head Teacher and three school governors were also present. The meeting was considered constructive by our representatives and DCC but someone had contacted Church House and said that the Community Centre Association and/or the Parish Council is demanding £100,000 from the County Council for a ransom strip to enable it to build a school hall. This is completely untrue but the Church solicitor had stopped the transfer which has placed the future of either a new village hall, a new school hall or a joint hall, in jeopardy. The Chairman thanked Councillor Biggin and Mark Benson for all their efforts in attempting to resolve the situation. Shortly before the beginning of the meeting Councillor Biggin had been assured by a reliable source that some progress had been made to resolving the matter with the Charity Commission, the church solicitor is now stepping back and looking for a way forward. The question as to the need for a separate school hall had been raised with the County Council representatives who had stated there are no statutory conditions. Councillor Biggin proposed, seconded by Councillor Bower that there is no statutory condition for a separate school hall. A further meeting is to take place with the D.C.C. on 2 November (subject to confirmation by D.C.C.) The following motion “The Parish Council requests the Trustees for a report even after the responsibilities have transferred to the new Trust” proposed Councillor Bott, seconded Councillor Hall – agreed.

2009/10/2 Mellors Lane Playing Field:- It was agreed to support the Lefarge grant by a contribution of 10% of that figure to a maximum of £1,000. Parish Plan group to talk to Mr. Langton about leasing/selling the land – Councillor Bott to be the link – agreed. Playing field hedge to be cut lower than usual to improve visibility – agreed – Action – The Clerk. When the path is created ask the D.C.C. for an informal pedestrian crossing – refer to Traffic Sub-committee – agreed in principle. Write to A.V.B.C. asking for a litter bin to be installed adjacent to the two new seats on Makeney Road. Ask A.V.B.C. to cut the grass on the playing field more often – copy to Councillor Hall.

2009/10/3 Bus Shelter – Town Street – suggested outside the hairdresser’s shop on Town Street (near to the red telephone kiosk) or at the junction of Pond Road/Town Street/Moorside Lane – Councillor Bott to pursue.

2009/10/4 Traffic Action Plan :- Write to D.C.C. and the Police asking for some action to be taken with regard to the parking on Chapel Street near to the entrance to the Nook. Action – The Clerk

2009/10/5 Killis Lane :- Community Governance Review notices posted on noticeboards. Supporting letter from Councillor Bull was read. Agreed to endorse our previous correspondence. Action – The Clerk

2009/10/6 “Spotted Cow Play Area :- Leave on the agenda..

2009/10/7 Village Activities:- Village Walk on 10 October had been well attended. The next one will be on 28 November from the Pea*censored* at Oakerthorpe. New Year’s Day Walk leaving the Spotted Cow at 10.30.a.m.

2009/10/8 Potterell Charity:- Nothing to report.

2009/10/9 Website:- Put on the agenda for the next meeting –

2009/10/10 Holbrook Miners’ Welfare Football Club:- – Nothing reported.

2009/10/11 Roads:- The Clerk reported that the D.C.C. had been in contact and said they would not be doing any more regrading on Makeney Road. They had spoken to someone who was working on Makeney Road who said they (presumably Parish Plan Group) were going to do it. The Clerk had written to Leedale Plc for a quotation for sweeping the leaves throughout the parish. She is to contact A.V.B.C. for names of other contractors. Action - The Clerk
The Parish Plan Group has checked the terms and conditions of the Cultivation Licence and there are no restrictions regarding planting of trees on Makeney Road – trees to be planted in due course.

2009/10/12 Common Land:- Chairman to arrange a meeting with resident after the meeting. Action – The Chairman.

2009/10/13 Street Lights:- – A resident of Moor Rise had asked the Clerk for another street lamp at the end of the cul-de-sac as a paramedic had fallen when called out in the dark. It was agreed to ask A.V. Housing to provide a security light for their properties. Action – The Clerk

2009/10/13 Drains:- – Nothing to report.

2009/10/14 Police:- Clerk to Horsley P.C. had approached the Clerk asking if we would be prepared to share a speed gun with them – referred to Trafffic Committee. Concern was expressed about the double/triple parking on Town Street near to the Telephone kiosk – write to the Chief Constable. Councillor Hunt reported on the KINS meeting when the Police had said they were short staffed.
8. NEW ACCOUNTS FOR PAYMENT (agreed)
The Accounts Book, Bank Statements etc. were available for inspection.

It was agreed that the Clerk and the Chairman prepare a draft Precept for circulation prior to the next meeting.

9. NEW PLANNING APPLICATIONS
1. Replace existing kerbs and construct detached double garage - 13 Belper
Road – re-submission – permitted.
2. Crown lift lower limbs of Yew tree – Coxbench Hall, Alfreton Road, Coxbench
- permitted
3. Erection of wooden decking to 2 sides of conservatory – 7, Moorside Lane –
- permitted
4. Erection of new house and car port (Extension of time limit for
AVA/2005/0950) 2, Pond Road – no objections.
5. Removal of Norway Maple, Sycamore, Leylandii and Willow trees –
Bungalow at Holbrook Centre for Autism, Portway – Councillor Bott to look at.
10. NEW CORRESPONDENCE
1. Letter from CC Ltd – additional premium for Trustees Indemnity Cover
£44.23.
2. Letter from CC Ltd – Parish Council Insurance – agreed to include
Malicious Damage cover for the War Memorial and plaque at a cost of
£515 together with other minor additions which were left to the discretion
of the Clerk.
3. Acknowledgment from D.C.C. re “Flint Knappers Bays” Coxbench
4. Acknowledgment from D.C.C. re Centre for Autism Portway.
5. Notification of Temporary Traffic Regulation Order A6 Derby Road,
Belper, between 19.00hrs and 02.00 hrs from 2 – 20 November.
6. Notification from A.V.B.C. Greater Belper Area Local Community Forum –
3 November 2009 7.00 – 9.30.p.m. at the Whitemoor Centre.
7. Notification of Amber Valley Arts Database Information.

There being no further business the meeting closed at 9.15.p.m.
