OPEN FORUM
Parish Plan Report – We have not been shortlisted for the next stage of the BBC/Big Lottery Village SOS Fund. Work is progressing on Makeney Road, the Probation Service Pay Back team are coming at the week end and will remove the waste cut-back shrubbery for burning. Community Website – it is expected work to meet the design contract will be completed by the end of the year when it will be the responsibility of the community groups to develop their use of it. David Bower has committed to continue his support as it develops. Mellors Lane Play Area – new goal posts have been installed and £8,000 has been received from the Big Lottery Fund for the Youth Shelter which will be installed by the end of December. An application will be made before 27th November (closing date) to South East Derbyshire for funding to put a tarmac entry to the play area and a footpath to the shelter. If successful confirmation will be received by 18 December and the work must be completed by 12 March 2010. If unsuccessful there could be a further opportunity next year. The chairman thanked the Parish Plan Group for all their efforts. Concern was again expressed regarding the speed of traffic along Portway and parking on Town Street particularly by the red telephone kiosk. A speed gun has been used in the past on Belper Road and a suggestion has been made for an illuminated 30 sign near to “Gorsey Piece”.
Police – No recent incidents have been reported in the parish. Double yellow lines at the Chapel Street/Moorside Lane junction would alleviate the parking problem in that vicinity and a white line on the highway indicating the entrance to The Nook would help. Also a mirror would enable motorists emerging from The Nook on to Chapel Street to see approaching vehicles. The white van is still obstructing the junction of Chapel Street/Makeney Road. A suggestion was made that a traffic speed survey on Portway would no doubt have the support of the Centre for Autism.

The Minutes of the previous meeting held on 21st October 2009 were accepted as a true record after the following amendment was made to Minute 2009/10/1
line 17 – “Councillor Biggin stated and Councillor Bower concurred that there is no statutory requirement for a separate school hall.” On the same minute Councillor Bower challenged the wording attributed to the Chairman namely “This is completely untrue but” and “which has placed the future of either a new village hall, a new school hall or a joint hall, in jeopardy”. The Chairman assured Councillor Bower that, given the seriousness of the situation, he had rehearsed what he was going to say and that it was a wholly accurate minute. Councillor Bower stated that he has not received any information from the Traffic Committee, was this because no record was made in the Minutes? The Clerk is not the secretary of the Traffic Committee but the Chairman is to ask the secretary to forward information to Councillor Bower.
MATTERS ARISING
2009/11/1 Proposed Trust for New Parish Hall:- A meeting has taken place between the Village Hall Trustees representatives, Mike Longden (D.C.C.) and two officers, the Headteacher and two school governors with regard to the building of a joint hall (one building, two completely separate parts). The DCC quoted an estimate of £750,000 for 200sq.metres for the New Parish Hall. Following this meeting Councillor Biggin and Mr. Mark Benson (Trustee) met with our Architect and Quantity Surveyor who had costed a similar sized hall at £250,000. The New HaIl Trustees, therefore, felt a joint hall was not a viable proposition, this has been communicated to the D.C.C. and an article has been included in the next issue of the village magazine so that all parishioners are aware of the situation. Our Architects are working on a slightly larger area than the 200sq.metres at a cost of around £450,000. The Parish Plan and other groups are to be consulted regarding viable needs for the new hall after which drawings will be available. Councillor Bower expressed concern that the Parish Council is holding up the building of the new school hall. This was refuted and it was stated that the D.C.C. are willing to co-operate with the Police in an effort to find out who was responsible for giving inaccurate information to the Diocesan Board of Finance. The Chairman reminded Councillor Bower that he had opposed the replacement village hall at the public meeting which gave overwhelming support for the transfer of ownership to the New Hall Trustees. The Church solicitor has agreed that all the parties concerned should meet in order to find a way forward following the recent hold up of negotiations so that the new Trust documents can be forwarded to the Charity Commission.
2009/11/2 Mellors Lane Playing Field:- Parish Plan group still has to talk to Mr. Langton about leasing/selling the land for a path to approach the playing field. The Parish Council registered continuous support for the project: proposed Councillor Biggin, seconded Councillor Mrs. Smith – unanimously agreed.
The Youth Shelter will be erected before the end of the year and it was agreed

the Clerk should sign the forms once the project details have been completed.

2009/11/3 Bus Shelter – Town Street – Councillor Bott still pursuing.
2009/11/4 Traffic Action Plan :- Letter received from the D.C.C. ‘“double yellow lines” I cannot pursue......This location is distant from any parking attendant’s beat..... “However....... I have issued an instruction for white edge of carriageway lines to be applied for a distance of10 metres either side of this junction. ......’ Letter received from the Chief Constable states “referred your correspondence to Chief Superintendent Sherwood.....” P.C. M. Shaw had informed the Clerk he will be warning motorists about parking within 10m of the junction after which parking tickets will be issued. He had also suggested a white line on the highway indicating the entrance to The Nook. The Clerk had spoken to the Clerk to Horsley P.C. who had informed her that she had received poor response from Kilburn and Horsley Woodhouse Parish Councils re sharing a speed gun.

2009/11/10 Roads:- No reponse received from Leedale Plc following our request for a quotation for sweeping the leaves throughout the parish. The Clerk had contacted A.V.B.C. for names of other contractors, to no avail. However they had offered to sweep specific areas on request. It was agreed to ask them to sweep Portway on both sides. Action - The Clerk
2009/11/11 Common Land:- The Chairman had had a good chat with the resident after the last meeting and had received an offer of assistance to look at the current situation. We have received more up to date information from DALC which the chairman is looking at. Action – The Chairman.
2009/11/12 Street Lights:- – No response to date from A.V. Housing re provision of security light.
2009/11/13 Drains:- – Nothing to report.

A parishioner had asked the Parish Warden if the tree on Church street near to the church could be pruned – Councillor Bott to look at. Dead Elm tree on

Makeney Road opposite the entrance to Holbrook Hall potentially dangerous –
Councillor Mrs. Bott to ask Councillor Bott (Tree Warden) to look at. Top of Red Lane branches overhanging the seat to be looked at. Two trees at the bottom of the private road to the Dumble dangerous – ask D.C.C. and Central Networks to look at. Footpath from Pond Road to Bradshaw Drive very overgrown – D.C.C. has been asked to deal with. Action – The Clerk and Councillor Bott.
2009/11/16 Precept:- A draft precept had been prepared by the Clerk and Chairman and distributed prior to the meeting. After a short discussion and explanation of the large increase on last year Councillor Bower proposed, seconded by Councillor Hunt, that the precept be accepted – unanimously agreed.

Road, Holbrook – object - constitutes tandem development, is replacing a domestic garage, Councillor Hall to request a site meeting which Councillors Biggin and Ms. Morral agreed to attend. Action – The Clerk

1. Letter from CC Ltd – enclosing revised summary of cover and cheque for
£234.84 being overpayment of additional premiums for items added part
way through the year.
2. Letter from D.C.C. – Flint Knappers Bays – funding to carry out the works
is being sought from the relevant budget.

been duly noted.

11. DATES OR MEETINGS FOR 2010 – Clerk will circulate suggested dates for approval in the near future. It was agreed any emergencies which may arise before the January 2010 meeting should be dealt with by the Chairman, Vice-chairman and Clerk.
