UNADOPTED MINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 27th JANUARY 2010 AT 7.15.p.m.

OPEN FORUM

Parish Plan Report – Playing Field - Youth Shelter now installed. Application for funding for tarmac footpath from the entrance to the shelter was unsuccessful but more funding will become available in March and an application could be re-submitted. A stage 2 application is being submitted by the end of January for a Lottery Grant to replace the existing swings and more equipment. Parish Plan group is in dialogue with the D.C.C. re provision of a permanent footway on Mellors Lane and other safety measures. It was pointed out safety along Mellors Lane had been at the top of the Parish Council agenda for years. Work on Makeney Road was suspended over the holiday period but will resume when the weather improves. A proposed Community Leisure Club to meet during the day needs new volunteers to get it started as does a proposed Film Club.
Police – Request for speed survey on Portway is still in the queue but should be done within the next two months. White lines have been laid at the Chapel Street/Moorside Lane junction to stop vehicles parking there. They will continue to monitor this and the parking on Town Street. All parking issues are being looked at seriously. Belper has just bought a new speed gun. Portable square boxes which flash up the speed of traffic are available at a cost of £1,500 which could be shared under joint ownership with other parishes. Double parking on Town Street was identified as a problem as was parking outside St. Michael’s Church. Traffic Action Sub-committee considers parking along the streets slows the speed down. Unfortunately a Chief Co-ordinator for the Neighbourhood Watch Group has still not been found. Mr. John Meggitt of Horsley Crescent who was present volunteered to take on the role.
Declarations of Interest :- A letter from John Grady Assistant Chief Executive & Monitoring Officer for A.V.B.C. was read reminding members that it is the responsibility of members when declaring an interest to ensure that such declarations are made in accordance with the Code. Forms had been downloaded from the A.V. website and were completed by Councillors D. Bott and Mrs. J. Bott with regard to the donation to St. Michael’s P.C.C. under item 14 on the agenda. Both declared a personal interest and remained in the meeting.

D.C.C. Councillor G. MacDonald asked if items of interest to him and requiring his attention could be sent by e-mail as opposed to telephoning him. He asked if Councillors felt there was anything the D.C.C. could have done better during the recent adverse weather conditions. It was felt that gritting had been very good.

The Minutes of the previous meeting held on 25th November 2009 were accepted as a true record after the following amendments were made:- Minute 2009/11/1 line 7 “our Architect and Quantity Surveyor “ “our” has been deleted and “to the New Hall” inserted following Quantity Surveyor. Line 11 “Our” was deleted before “Architects”. At the end of Minute 2009/11/16 Precept – “Precept as attached” added.

MATTERS ARISING

2010/1/1 Proposed Trust for New Parish Hall:- A report has been put in the next edition of the village magazine which is about to be published. We have received from the D.C.C. notification of the Termination of the Lease. Joint arrangements over the car park land will cease on 26 July 2010. We are working with the Church Trustees, who are very co-operative, regarding release of the freehold in order to do away with the present blockage in negotiations. A meeting is to be held with the D.C.C. on 10 February. We are the ones pressing for the meetings in order to find a solution.

2010/1/2 Mellors Lane Playing Field:- It was agreed Councillors Biggin and Bott should continue to liaise with the D.C.C. as outlined in the Parish Plan Report above. The Parish Plan group requires a letter from the P.C. confirming that the P.C. is responsible for the Playing Field and that we have Asset Liability and Public Liability Insurance. The Youth Shelter (£8,000) needs to be added to our insurance. Action – The Clerk

2010/1/3 Bus Shelter – Town Street location could be moved depending on the outcome of the negotiations of the Traffic Action Sub-comittee. Councillor Massey had hoped to receive communication from Peter Leigh (D.C.C.) in time for the meeting but had not.

2010/1/4 Traffic Action Plan :- Letter received from the D.C.C. “Parking Concerns – Chapel Street” – “....To help motorists identify the location of this minor road junction, i have issued an Order for a dashed junction marking to be applied across its width.........” It was agreed we should consider joint ownership with other parishes of a portable square box which flashes up the speed of traffic at a cost of £1,500. Write to other parishes copy to P.C. M. Shaw. Action – The Clerk
2010/1/5 Killis Lane:- Nothing to report.

2010/1/6 “Spotted Cow Play Area :- Nothing to report - leave on the agenda.

2010/1/7 Village Activities:- The Village Fete Committee has decided, if the School field is unavailable for the Village Fete due to building works at the school, to move the venue to the Mellors Lane Playing Field. The Chairman has made enquiries about the Licence and there is no problem. However, it has been suggested as it is the same day as ???????? Football Match an 8ft x 5ft T.V. screen should be provided. Councillor Mrs. Bott – agreed. Car parking will be available at St. Michael’s Football ground . The Clerk to arrange for toilets as in previous years when more information is to hand. Would it be possible to close Mellors Lane for the day? Village Walk on New Year’s Day attracted 43 people and 5 dogs. Next walk to be led by Councillor Ms. Morral on 13 February from the Old Portway at Bramcote. Walk on 10 April from the Spotted Cow.

2010/1/8 Potterell Charity:- successful meeting on 25 January. Slight problem with an overflow which has been rectified. Annual review of tenants – one has been done and the other will be done shortly.

2010/1/9 Website:- A recent meeting with Tom Stone had been very helpful and he had provided sample pages which were passed round for the Councillors to see. It was felt we are now in a position to move forward. Tom is putting Indemnity Insurance in place and will be able to give a quote in the near future. We are awaiting new Model standing Orders from D.A.L.C. when we will need to adopt an appropriate maximum amount which can be spent before going out to tender.

2010/1/10 Roads:- The road outside number 35 Moorside Lane has been sinking for some time and has previously been brought to the attention of the D.C.C., A.V.B.C. and Severn Trent. It is getting noticeably worse and it was agreed to notify D.C.C. again. As a number of potholes have been noticed following the recent snow it was agreed all Councillors should inspect the roads on their delivery patch categorise them as urgent or not so urgent giving the name of the road and nearest house number to the Clerk so that she can notify the D.C.C. Portway has been swept by A.V.B.C. as requested.

2010/1/12 Street Lights:- – Nothing to report.

2010/1/13 Drains:- – Nothing to report.

2010/1/14 “Gorsey Piece”:- Thanks were expressed to the Working Party and it was agreed the area is improving each year. It was agreed the grass should be cut twice each year and the footpaths to be cut in the spring.

2010/1/15 “Trees – Church Street, Makeney Road, Red Lane, The Dumble:-
Following the last meeting when the tree near to the Church on Church Street had been discussed and it had been decided Councillor Bott as our Tree Warden should look at it the Clerk had received a letter and quote for removal of the tree from JB Landscapes (Holbrook). As the tree is on highways land she had referred it to the D.C.C. who had said their tree officer has visited the site and stated the tree is fine ....... It was agreed to send a copy of this e-mail to Mr. G. Eley. Dead Elm tree on Makeney Road opposite the entrance to Holbrook Hall is on private land. As we do not know who owns the land report to the D.C.C. The overhanging branches near the seat Red Lane still need to be looked at. The two dangerous trees at the bottom of the private road to the Dumble have been reported to the Reactive Works department at e-on but due to the high workload at the moment this may take up to twelve weeks. Action – The Clerk

2010/1/16 Precept:- The precept form in the sum of £31,555 was duly signed.

2010/1/17 Flint Knappers Bays:- Letter from D.C.C. stating an order will be placed with their Property Services Division to clear the vegetation and it is intended to include the bays in the routine mowing programmes – approximately 6 cuts per annum. Some work already done – send letter of thanks to D.C.C.

2010/1/18 E-mails:- The Chairman referred to the e-mail received from Councillor Bower just prior to the last meeting. He reminded the Councillors that the Clerk is only employed for 5 hours per week (she actually works longer as she is committed to Holbrook) and that better use of her time should be made.

8. NEW ACCOUNTS FOR PAYMENT (agreed)

The Accounts Book and Bank Statements were available for inspection.

Confirmation of the Corporate Bond held with NatWest in the sum of £300,000 had been received. Interest accrued by 11 June 2010 will be £1,024.68.

9. NEW PLANNING APPLICATIONS

1. Erection of new house and car port 2, Pond Road (Extension of time) –
permitted
2. Non material amendment to erection of a two storey side extension –
8, Moorpool Crescent – permitted
3. Proposed amendments rear balcony terrace, garden store and internal
alterations – 13, Town Street – permitted.
4. To add a second storey to an existing single storey extension 12, Moor Rise
– No objections – although already started.
5. Proposed erection of a timber shelter and fixed playground equipment at
Holbrook Infants School, Moorside Lane – no comments. Same application
received from the D.C.C.
6. Replacement roof and erection of new changing room building with toilets for
Holbrook F.C. – no comments on this application. We oppose new houses
on the site and referred to restrictive covenants on the land.
7. Demolition of existing garage and construction of new bungalow 26A, Belper
Road, Holbrook – Notification of Planning Board meeting 1st. February –
previously opposed. Councillors Biggin and Morral to attend confirming our
original comments.. Action – The Clerk

10. NEW CORRESPONDENCE
1. E-mail from A.V.B.C. re play area inspection–agreed. Action – The Clerk
2. Register of Electors – re-publish polling district Holbrook
3. A.V. Core Strategy Issues and Options Consultation – circulated by
e-mail.
4. Derbyshire Community Climate Action Conference 13 March – circulated
by e-mail.
5. Letter from Derbyshire Probation Service Community Payback outlining
work which can be undertaken.
6. E-mail from Rebecca Salt complaining about dog fouling on Belper Road
and East Crescent. Referred to in the editorial of the next village
magazine. Ask A.V. B.C. for notices and also to go into the school to talk
to the children. Put on agenda for next meeting. Action – The Clerk
7. E-mail from Laura Smithurst asking for a grit bin at the top of Stone Lane –
ask A.V.B.C. Action – The Clerk
8. E-mail from re NALC Local Council Awards 2010.
9. Periodic Inspection Reports ad Certificates for Electrical Installation and
Emergency Lighting various recommendations made – agreed to have the
earth wires upgraded to the Water and Gas incoming pipes and the faulty
emergency light in the kitchen replaced and emergency lights over the rear
door from the kitchen and in the toilets installed. Action – The Clerk
10.Various DALC circulars etc. forwarded by e-mail.
