MINUTES OF THE MEETING OF THE HOLBROOK PARISH COUNCIL HELD AT THE “ARKWRIGHT” PARISH HALL ON WEDNESDAY 24th FEBRUARY 2010 AT 7.15.p.m.

PRESENT: - Councillors :- Biggin,Bott, Mrs. Bott, Hunt, Massey (Chairman),Rhodes, Mrs. Smith, and P.C.S.O. John Midgley

2010/2/1 OPEN FORUM
Parish Plan Report – Stage 2 application for Lottery Grant for Playing Field equipment is nearing completion. A further meeting is being arranged with the facilitator before submission. Two quotations have been obtained from suppliers to support the application. Seeking help from A.V.B.C. to act as designated accountable body to reclaim VAT on purchases. Work has now restarted on Makeney Road on Saturday mornings. Community Website – awaiting return of David Bower to complete the training programme. Completion report will shortly be submitted to Derbyshire Community Foundation.
Neighbourhood Watch – Thanks were expressed to John Meggitt for becoming Chief Co-ordinator. He was assured of full support from the Parish Council. Re-Launch of the Holbrook Neighbourhood Watch Scheme attached.

2010/2/2 APOLOGIES:- Councillors Bower, Hall and Ms. Morrall and Mrs. J. Gemmell (A.V.B.C.), G. MacDonald (D.C.C.)

2010/2/3 Declarations of Interest :- Councillor K. Hunt declared a personal interest with regard to Agenda item 13 Website. He remained in the meeting but took no part in the discussion and did not vote

2010/2/4 The Minutes of the previous meeting held on 27th January 2010 were accepted as a true record – proposed Councillor Rhodes, seconded Councillor Biggin, agreed unanimously.

MATTERS ARISING
2010/2/5a Proposed Trust for New Parish Hall:- Meeting with D.C.C. and the Headteacher on 10 February had been very positive and successful and the possible new access agreed. A meeting with the Church Trustees is to be arran-
ed to enable the block in negotiations to be removed. It is hoped work on the new school hall will begin March/April. It was reiterated again that there is no hold up from the Parish Council, we are pushing to move both projects forward.

2010/2/5b Mellors Lane Playing Field:- Councillors Biggin and Bott have been unable to contact Chris Allwood at the D.C.C. but will continue to try. The Youth Shelter has been added to our insurance. Action – Councillors Biggin & Bott

2010/2/5c Bus Shelter –Dependent on the Traffic Action Plan.
2010/2/5d Traffic Action Plan :- Still waiting for the D.C.C. The Clerk had contacted Denby, Horsley, Horsley Woodhouse and Kilburn Parish Councils with regard to joint ownership of a portable square box which flashes up the speed of traffic at a cost of £1,500. Denby and Kilburn will discuss at the March meeting, Horsley Woodhouse feels there is no need and will not be participating.

2010/2/5e Killis Lane:- Now in final stage of the Community Governance Review and the draft Order will be submitted to Full Council of A.V.B.C. on 24 March for approval. If approved the Order will come into force on 1 April 2010. The Order includes for the transfer of the P.C. notice board on Killis Lane from Kilburn P.C. to Holbrook P.C. A letter has been sent to the 28 properties on Killis Lane that are the subject of the Review. The Kilburn postal address will remain.

2010/2/5f Spotted Cow Play Area :- Nothing to report - leave on the agenda.
2010/2/5g Potterell Charity:- Nothing to report.

2010/2/5h Village Activities:- The Village Fete - the Clerk to arrange for toilets as in previous years when more information is to hand. Application form to close Mellors Lane for the day received from A.V.B.C.. Chairman to make enquiries regarding Performing Rights and T.V. licence. Village Walk 10 April from the Spotted Cow at 10.a.m. Councillor Biggin to lead a walk during the Amber Valley/Erewash Walking Festival endorsed.

2010/2/5i Dog Fouling Belper Road and East Crescent:- Councillor Hall had raised this at the meeting of the A.V. Scrutiny Committee when it was stated the neighbourhood warden had patrolled twice in December and also in February. He has also put signs up and requested a clean up from the A.V. Operations Team. It is on the system as a regular patrol for the warden but additional intelligence from local residents could help to target surveillance and carry out formal enforcement. Parish Plan Group to deliver fliers throughout the parish and to handout to parents outside the school. Clerk to send a flier to A.V. neighbourhood warden. It was agreed to donate up to £30. to cover the cost of the fliers. It was pointed out this is a problem throughout the parish.

2010/2/5j Clerk’s Time:- Councillor Bott expressed concern about how much time the Clerk spends on Council business in relation to the remuneration she receives. The Clerk stated she has no idea how much time she works and she is happy to continue to work for the benefit of the parish providing her time is used productively. The workload should decrease once the New Hall Trust has been finalised. Councillor Biggin proposed there should be a review of how many hours the Clerk works from now until the end of the year when remunera- tion should be reviewed in time for setting the Precept for 2011/12 – seconded
Councillor Mrs. Smith - agreed.

2010/2/6 Common Land:- Nothing to report. Action – The Chairman

2010/2/7 Roads:- Thanks were expressed to all Councillors for carrying out a pothole survey. However details had not been submitted to the D.C.C. as repairs had been started before the survey was completed. Another quick check may be required. The D.C.C. has inspected Moorside Lane near to number 35 and it is understood they are to take some action with regard to drainage into the adjacent field and carry out remedial work to the road surface. Some of the old cast iron street nameplates throughout the parish need repainting – Parish Plan Group will do. Councillor Biggin to identify which need to be done.

2010/2/9 Street Lights:- – Nothing to report.

2010/2/10 Police – P.C.S.O. John Midgley thanked John Meggitt for taking on the role of Chief Co-ordinator for Neighbourhood Watch. There were no incidents to report. Police are continuing to monitor the double parking on Town Street and speeding on Portway and are still issuing tickets on Chapel Street although white lines at the Chapel Street/Moorside Lane junction appear to be deterring parking on the junction.

2010/2/11 “Gorsey Piece”:- Nothing to report.

2010/2/12 Trees on Makeney Road and other areas:- Elm tree on Makeney Road – D.C.C. will advise the owners as soon as they have received information as to ownership from Land Registry. Suckers removed from trees on Sand Hollows. A parishioner had expressed concern about the bottom tree on the Sand Hollows nearest The Nook which appears to be leaning – Councillor Bott had inspected with a tree specialist who felt there was no cause for concern.

2010/2/13 Website:- Tom Stone has confirmed that the website is now finished and ready to go online. The cost will be £300 with free provision for the first year, thereafter updates would cost in the region of £20 - £50 depending on how much will need updating. He is still waiting for a quotation regarding insurance.
Councillor Biggin proposed we go ahead subject to confirmation of the Indemnity Insurance, seconded Councillor Mrs. Smith – agreed.

2010/2/14 NEW ACCOUNTS FOR PAYMENT (agreed)

The Accounts Book and Bank Statements were available for inspection.

2010/2/15 NEW PLANNING APPLICATIONS

1. To add a second storey to an existing single storey extension 12, Moor Rise
- permitted.
2. Proposed erection of a timber shelter and fixed playground equipment at
Holbrook Infants School, Moorside Lane. Same application received from the D.C.C. – both permitted.
3. Demolition of existing garage and construction of new bungalow 26A, Belper
Road, Holbrook – Permitted. Copy correspondence received from G.K. Dale
Agreed we should write to A.V.B.C. voicing our concerns re inaccurate and
incorrect information on the original planning application and asking for a
review of the decision in the light of the inaccuracies – proposed Councillor
Biggin seconded Councillor Mrs. Smith – agreed.
4. Extensions to front, side and rear and detached garage 28, Belper Road, -
concern over loss of light to 30, Belper Road, Mrs. Dunlop, no. 30 had notified the Clerk Councillors Hall and Bull (A.V.B.C.) have arranged to meet with her to inspect.

2010/2/16 NEW CORRESPONDENCE

1. Letter from parish Plan confirming Youth Shelter now in situ.
2. Letter from Derby City Council re Derbyshire & Derby Development Plan Joint
Advisory Committee – Big Choices Report.
3. DALC Circular - Vacancy for Executive Committee Member & Nomination
Form.
4. Notification S.L.C.C. re course on “Employment Matters”.
5. Letter and poster from A.V.B.C. re Parliamentary & Borough Elections 2010.
6. Letter from A.V.B.C. re Grit Bin Stoney Lane, they no longer provide. Clerk
had ascertained costs – 200 litre £170.60 approx. £130 with discount, 400 litre
£216.40 discount available. £24.22 delivery charge. £50 to fill 200L, £100 to
fill 400L. Resident of Bradshaw Drive said one needed there also. Councillor
Biggin proposed we ask A.V.B.C. if we purchased a 400L would they fill it free
of charge when filling the others which they own in the parish, seconded

7. Estimate from A. Carter Electrical Ltd for Mains and Emergency Lighting work
at “Arkwright” Parish Hall – accept and ask for work to be carried out during School Easter Holiday. Action – The Clerk
8. Notification from A.V.B.C. of Parish/Town Councils’ Clerks’ Network.
9. Revised Standing Orders received by e-mail. Chairman, Vice-chairman and
Clerk to draw up Standing Orders for P.C. for consideration at the next
meeting. Action – Chairman, Vice-chairman and Clerk.
10.Various DALC circulars etc. forwarded by e-mail.
